Dunedin City Council TMP and CAR Support

Dunedin work can involve hills, winter conditions, heritage streets, university-area pedestrians, central-city events, stadium movements, harbour links and rural approaches. The TMP context should explain grade, visibility, pedestrian demand, Submitica CAR/TMP status and weather-sensitive access where those factors affect the work method.

Answer first

What contractors need to know

For Dunedin City Council works, contractors should prepare the Submitica CAR/TMP context, WAP status, location-specific details on gradient, access, pedestrians, traffic environment, nearby event/road-closure checks, dates, staging and any council comments before TMP/CAR support.

How Dunedin City Council corridor work should be briefed

This guide is designed to help contractors understand what information may be needed before lodging worksite, TMP, CAR or WAP details.

If your job is straightforward, the checklist may be enough to help you prepare. If the work is complex, urgent, staged, near pedestrians, near buses, on a State Highway interface, or already has RCA/TMC comments, specialist TMP/CAR support may save avoidable rework.

We are selective about the work we take on. Clear scope, real dates and proper site information help us provide useful support.

Dunedin City Council planning notes

Dunedin City Council jobs should be planned around the actual road environment rather than copied from a generic TMP template.

Submitica CAR, TMP and WAP pathway

Dunedin City Council requires CAR applications through Submitica, a TMP ready at the same time, and a Works Access Permit before work starts on DCC roads.

Hills and winter risk

Gradient, weather and stopping distance can affect access, work vehicle positioning and staging on Dunedin streets.

Student, stadium and central-city pedestrians

The Octagon, George Street, Moray Place, the university area, Logan Park and Forsyth Barr Stadium can create heavy pedestrian, parking and public transport demand.

Urban, harbour and rural spread

Dunedin projects can move quickly from constrained streets to harbour links, coastal settlements and rural roads; DCC also notes NZTA manages SH1, SH88, SH86 and SH87 TMPs.

Events and local places

Event, venue and access checks worth doing

The Octagon, George Street and Moray Place

DCC describes The Octagon as a popular central-city event area and notes traffic management, road closures, cruise season, liquor restrictions, facilities and hazards as planning considerations.

TMP note: Before confirming central-city work, check Octagon bookings, notified closures, George Street / Moray Place / Lower Stuart Street controls, parking restrictions, pedestrian routes and pack-in or pack-out access.

DCC Octagon event information

Forsyth Barr Stadium, Logan Park and university precinct

Forsyth Barr Stadium lists regular rugby, festival and major-event activity, while the Logan Park and university area can generate heavy pedestrian, parking and public transport demand.

TMP note: Check stadium and Dunedin Venues calendars before working near Anzac Avenue, Logan Park, SH88 links, the university area or event parking routes.

Forsyth Barr Stadium events

Puaka Matariki and Logan Park public celebrations

DCC's 2026 Puaka Matariki Festival runs 4-25 July, with events across marae, museums, galleries, libraries, schools, community spaces, parks and public venues; DunedinNZ also lists Matariki mā Puaka at Logan Park on 10 July 2026.

TMP note: For July works, check festival venues, Logan Park activity, evening crowd movement, temporary parking demand, accessible access and pedestrian lighting before locking a TMP.

DCC Puaka Matariki Festival

Harbour arterial, Port Chalmers and coastal approaches

DCC roadworks and closure notices show long-duration works and traffic management on harbour and coastal links such as Strathallan Street, SH88 interfaces, Macandrew Bay, St Leonards, Waitati and Brighton Road.

TMP note: For harbour or coastal work, check DCC roadworks, unplanned closures, state-highway boundaries, resident access, one-lane controls, detours and weather exposure before deployment.

Work types

Common work types that need clearer planning

high

Utility works

Service works on streets where grade, access and reinstatement matter.

medium

Footpath and kerb works

Pedestrian routes near schools, university areas or town centres.

medium

Rural road works

Maintenance or access works with different speed and visibility settings.

Review issues

Common RCA/TMC issues

Submitica package incomplete

Why it matters: DCC says CAR applications need a TMP ready at the same time, detailed plans, consultation details, pre-application photos and enough information for assessment.

How we help: We help line up the TMP/TMD, work method, photos and access notes before amendment or resubmission.

Gradient or winter exposure ignored

Why it matters: Steep streets and seasonal conditions can change work vehicle, stopping distance, visibility and traffic-control assumptions.

How we help: We add gradient, access, timing and contingency notes where relevant.

Pedestrian-heavy context missed

Why it matters: Central, university, Octagon, stadium and Logan Park areas require practical pedestrian, parking and event-aware planning.

How we help: We make pedestrian, cyclist, parking and event interfaces more explicit.

State highway interface unclear

Why it matters: DCC cannot approve TMPs on the NZTA network, including SH1, SH88, SH86 and SH87 in the Dunedin area.

How we help: We flag DCC versus NZTA boundary questions early so the submission pathway is not muddled.

Public contact notes

Dunedin City Council CAR / TMP pathway: Submit the CAR and TMP through Submitica; wait for DCC WAP before starting work. DCC states CAR applications for its network go through Submitica, a TMP must be ready at the same time and work cannot start until a Works Access Permit is issued. The checked public pages do not publish a named private TMC contact for general contractor use. Source

Dunedin City Council public contact: +64 3 477 4000 or dcc@dcc.govt.nz. DCC's contact page says the contact centre takes calls 24 hours a day, seven days a week, with urgent matters reported by phone. Source

DCC notified road-closure pathway: Use DCC notified road closures, roadworks schedule and event planning guidance. DCC publishes notified closures, roadworks schedule pages and event planning guidance. The Octagon page says a TMP is required to close the carriageway for an event. Source

FAQ

Dunedin City Council TMP/CAR questions

Do I need a TMP for Dunedin City Council work?

If the work affects the road corridor, footpath, shoulder, parking, vehicle access, pedestrians, cyclists or traffic movement, prepare to check the TMP, CAR or WAP pathway for Dunedin City Council.

Can Your TMP Designer respond to Dunedin City Council RCA/TMC comments?

Yes. Send the comment, current TMP/TMD, reference number, dates and updated site information. We review what is being asked and help prepare a clearer response package.

What should I prepare before contacting you?

Prepare the location, dates, work method, plans or photos, affected road users, access impacts and any RCA/TMC comments. Missing information usually slows the first review.

What can you help improve before review?

We help contractors prepare clearer site-specific documentation, align the TMP with CAR/WAP details and respond to reviewer comments. The relevant RCA, council or NZTA reviewer still makes the approval decision.

This page is general contractor guidance only. RCA requirements, systems, contacts and review settings can change. Always verify live requirements with the official RCA, council or NZTA source before relying on them.
