Waimakariri District Council TMP and CAR Support

CAR, TMP, Submitica and WAP pathway

Waimakariri says CARs and TMPs are permits used to make road-corridor activities safer for contractors, motorists, pedestrians and cyclists. CARs are submitted through Submitica, TMPs can be submitted with the CAR or by email, and the public CAR guide says a WAP will not be issued without an approved TMP.

CoPTTM, NZGTTM and designer competency

Waimakariri says TMPs must be designed by a suitably competent person. The Council has not formally adopted NZGTTM, and asks applicants to contact roading@wmk.govt.nz directly if applying using that process.

Road network, rural surfaces and fords

Council material says Waimakariri has just over 1600km of roads, with over 920km sealed and over 640km unsealed. Council also maintains 987km sealed roads, 592km unsealed roads, 385km footpaths, 50.6km cycleways/shared paths and 289 bridges.

Road closures and public communication

Waimakariri says all planned full or partial road closures need a public communication plan, and road closures carrying through traffic will generally need static notice boards or VMS plus letter drops before activity starts.

Growth, SH1 and township event pressure

Rangiora, Kaiapoi, Woodend, Pegasus, Ravenswood, Oxford and Ohoka can combine daily commuter traffic, SH1 detours, school access, markets, town-centre events, river crossings and rural-road work.

Rangiora High Street, Town Hall, Library, MainPower Stadium and Racecourse

Rangiora has ANZAC road closures around High Street, Ashley Street, Ivory Street, Alfred Street, Victoria Street and Percival Street, plus events at Rangiora Town Hall, Rangiora Library, MainPower Stadium and Rangiora Racecourse.

Council notices show Kaiapoi ANZAC closures on Raven Quay, Sewell Street and Davie Street, while Visit Waimakariri and Kaiapoi Promotion pages show Kaiapoi Saturday Market, Kaiapoi Lights and Matariki activity.

Oxford, Ohoka, Cust and rural roads

Council road updates and event calendars show Oxford Road/Cust pavement work, McGraths Road water-main work, South Eyre/Harewood event closures, Ohoka Farmers Market and Oxford Farmers/Craft Markets.

Woodend, Pegasus, Ravenswood, Waikuku and SH1

NZTA says the Belfast to Pegasus and Woodend Bypass project upgrades SH1 north of Christchurch, includes a 6km bypass around Woodend, and provides local network access at Lineside Road, Williams Street and Pegasus Boulevard/Bob Robertson Drive.

Bridges, rivers, fords and flood-prone rural routes

Council road pages note state highways are maintained by NZTA, Waimakariri Gorge Bridge day-to-day maintenance sits with Selwyn, the Old Waimakariri Bridge sits with Christchurch City, and local road/flood issues should be reported through Waimakariri channels.

District markets, libraries, parks and visitor events

Visit Waimakariri lists regular Kaiapoi, Ohoka, Oxford, Rangiora and Pegasus markets, July Matariki events, Oxford Winter Lights, Blackwell's Winter Festival, KidsFest activity and Vintage Fair North Canterbury.
